Executive Training on Drug Policy

Capacity BuildingExecutive training for drug policy managers is a hallmark activity of the Pompidou Group. It was launched as an initiative under Polish Pompidou Group Presidency in 2010. It seeks to link policy, research and practice by offering training and further education in support of drug policy management. The main aim is to facilitate know-how and build capacities for more effective policy implementation, management and evaluation of drug control policies and related programmes.

The Executive Training is conducted once per year. Its yearly topic is chosen by the Permanent Correspondents of the member States to the Pompidou Group based on their needs emerging from the rapidly changing drug phenomenon. The training consists of two interconnected modules that are facilitated by conducting two seminars, together constituting the unique Executive Training concept of the Pompidou Group.

Beneficiaries

The Executive Training is offered to managers from governmental institutions that are responsible for developing and/or implementing drug policies and/or coordinating related programme implementation, service delivery and co-operation with stakeholders. The participation of the representatives from civil society organisations working in various sectors of drug field is highly encouraged. The training course is open to all Pompidou Group and Council of Europe member States. The participation of interested observer countries is decided on an ad-hoc basis.

Working methods

The Pompidou Group Executive Training has a highly participatory format based on group dynamics where the work is conducted in plenary sessions and working groups combined with on-site visits to selected projects and institutions. The activities are planned and organised by a group of experts in co-operation with the Secretariat and Permanent Correspondents.

Additional value

In addition to the capacity building effect of the training activity, the seminars will produce information of interest to policy makers. In particular knowledge on ways to overcome barriers and obstacles in policy implementation, as well as ways to improve the quality of work, which is a valuable source of information at the decision making level.
