Montenegrin prison team of trainers finalise refresher courses

The internal capacity of Montenegrin prison system has been further enhanced with the team of trainers established within Horizontal Facility I action, receiving advanced training.

Namely, a second round of refresher course has been organised on 15-17 June 2021 to further strengthen prisons officers’ skills and ensure their ability to conduct independently cascade trainings. The training touched upon topics of professionalism and leadership, while a newly added module on inter-prisoner violence was introduced, following the recommendations of the latest European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT), following their visit to Montenegro CPT/Inf (2019)/2.

Eight members of prison staff will conduct cascade trainings in order to put in practice skills obtained during trainings ensuring sustainability of the activity. This practice will contribute to increased compliance with accepted international norms applying to human rights respect, supporting the prison system better meet international standards, as one of the key prerogatives of the EU accession process.

The training has been organised within the action “Further enhancing human rights protection for detained and sentenced persons in Montenegro”, as a part of the joint European Union and Council of Europe programme "Horizontal Facility for the Western Balkans and Turkey 2019-2022", implemented by the Council of Europe.
