Focus groups for judges and prosecutors organised in Montenegro as part of the new Training Needs Assessment Framework

The Judicial Training Centre (JTC) in Montenegro has organised two focus group sessions for judges and prosecutors, with the aim to identify, group and prioritise training needs in the judiciary. It is the first time that such focus groups are set up, based on the new Training Needs Assessment (TNA) Methodology developed under the joint European Union/Council of Europe action "Accountability and professionalism of the judicial system in Montenegro", to support the JTC's new approach to Training Needs Assessment.

In line with this new methodology, the JTC has showcased several different tools for collecting TNA inputs, including online surveys; focus group sessions; review of legislation, reports and strategic documents; and analysis of available statistical data. Stakeholders’ contributions were gathered through focus group sessions on civil and criminal matters, as well as through interviews with representatives of misdemeanour courts and of professional associations of judges and prosecutors.

The results of each stage of the TNA process will be presented in the TNA Report which will serve as a guiding document for planning training activities for 2022, in line with the recently updated Action Plan for Chapter 23. Such process will enable the JTC to develop a structured approach in addressing specific judicial training requirements and help elevate the overall capacity of judiciary in Montenegro.

The action “Accountability and professionalism of the judicial system in Montenegro“ is part of the joint European Union and the Council of Europe programme “Horizontal Facility for the Western Balkans and Turkey 2019 – 2022”.
