The Education Department is part of the Directorate of Democratic Citizenship and Participation of the Council of Europe. It runs a range of programmes and projects that support the work of the campaign, including the following.

The Reference Framework of Competences for Democratic Culture This project has been designed by the Education Department as part of the Council of Europe action plans on the fight against violent extremism and radicalisation leading to terrorism and on building inclusive societies. The framework will assist educators, management in schools and educational institutes and policy makers to draft educational curricula that foster a culture of democracy and human rights.

Charter for Education for Democratic Citizenship and Human Rights (EDC/HRE).
A series of manuals on the charter contains a set of practices and activities designed to equip young people and adults to play an active part in democratic life and exercise their rights and responsibilities in society.

History teaching Work in the field of history teaching, both in intergovernmental projects or through bilateral and regional co-operation focuses on issues:

  • related to the content of history text books to eliminate prejudice;
  • on the modernisation of teaching programmes and curricula;
  • on teacher training.

Training of Education Professionals (Pestalozzi Programme) This is the Council of Europe’s training programme for the professional development of teachers and education actors.

Signposts is a manual describing policy and practice for teaching about religions and non-religious world views in intercultural education. It is available in English, German and Spanish

A key priority area of the campaign remains education on the threat hate speech represents for human rights and democratic values, through human rights education. Co-operation with the Education Department is therefore ongoing and secured through the participation of a CDPPE representative in the Follow-up Group of the campaign.

The European Wergeland Centre is a resource centre for education professionals, researchers, civil society, policymakers, parents and students. It was established by the Council of Europe and Norway to support member states in bridging policy and practice in the field of education for democratic citizenship, human rights and intercultural understanding.  The centre has been an active partner in the campaign working with national Campaign Committees in Norway, Poland, Bulgaria and more. It:

  • runs projects in member states, using Bookmarks as a key tool for teacher training;
  • supports integration of education on hate speech and media literacy in schools;
  • runs a massive open online course (MOOC) on democratic citizenship and hate speech.
