Back 110 Montenegrin lawyers trained to effectively apply reasonable time standards in line with the European Convention on Human Rights

Following a comprehensive capacity building programme, legal professionals are equipped with the knowledge and skills to apply more effectively reasonable time standards in the daily work. The final training session took place on 21 and 22 February 2019 and it provided participants with the understanding of how legal proceedings at the national level should be conducted to be in concert with the obligations of the European Convention on Human Rights (the Convention).

The baseline for development of the training programme consisted of the recommendations provided in the analysis produced within the Action. The recommendations highlighted that the national legal remedies were not sufficiently used, and the percentage of submitted remedies is by 10% lower than the number of backlog cases. In the given context, the Action has started training lawyers on the application of Article 6(1) of the Convention and trained a total of 110 lawyers in Montenegro.

The activity was organised within the framework of the Council of Europe Action entitled “Fighting ill-treatment and impunity, and enhancing the application of the European Court of Human Rights case-law on the national level”, which is being implemented in Montenegro under the joint Council of Europe and the European Union programme “Horizontal Facility for Western Balkans and Turkey”.
