The Council of Europe implements projects that target shortcomings identified for particular national contexts to help its member states meet human rights standards. All of our projects are tailored to specific country needs and for Ukraine one of the issues to target is ill-treatment. Torture and/or ill-treatment and lack of effective investigations into complaints were identified as a systemic problem through a number of ECtHR judgements and reports of CoE monitoring bodies. Ill-treatment is a complex phenomenon, so ways to combat it require a complex approach. Accordingly, the CoE developed a project in close cooperation with Ukrainian stakeholders to support the country in better aligning with its commitments under CoE membership. The project “Enhancing Implementation of European Human Rights Standards in Ukraine” was further implemented in April 2018 - March 2020, please find brief overview of its results here. Our efforts continue under “Supporting Institutions to Combat Ill-Treatment in Ukraine” project.
