In order to improve the practice of prosecutors on application of pretrial measures the Council of Europe together with General Prosecutor’s Office started cascade trainings for prosecutors on article 5: the right to liberty and security of the European Convention of Human Rights. The CoE-trained prosecutors will train their peers on application of pre-trial measures in line with the case-law of the European Court of Human Rights. The cascade trainings are followed by the development of a comprehensive training curriculum addressing the capacity building needs of prosecutors.

It is planned to involve all prosecutors in the sessions in order to align the national practice of application of pre-trial detention with the ECHR standards.

The activity was organised within the EU/CoE Partnership for Good Governance Project "Supporting Criminal Justice Reforms - Tackling Criminal Aspects of Judicial Reform".
