Back Involuntary Placement in Closed Mental Health Facilities

On 29-30 September, a workshop on involuntary placement of persons with mental disorders in closed mental health institutions was organized jointly with the National Preventive Mechanism against Torture. It facilitated exchange among relevant stakeholders  in the referral system to evaluate  certain provisions of the Mental Health Law related toto the involuntary placement of these persons in closed psychiatric establishments.

 

A two-day working event brought together representatives of the Prison Health Department, the Institute for Forensic Psychiatry, the Psychiatric Hospital of the University Clinical Center in Pristina and the Shtime Institute for Chronic Psychiatric diseases in a multidisciplinary setting with the police, prosecution and court representatives. They presented key challenges in the inter-institutional coordination and cooperation relevant for referral of such cases and treatment of persons with mental disorders in the criminal justice system, with focus on placement in closed mental health facilities.

 

The project “Strengthening the Kosovo Institutions in Fight against Torture, Ill-treatment, and Other Degrading Treatment” is funded by Norway, and implemented by the Council of Europe.
