Back International Workshop in Ankara, Challenges in Investigating Ill-Treatment and Responsibilities of Relevant Stakeholders

The first international workshop on challenges in investigating ill-treatment and responsibilities of relevant stakeholders took place on 26 and 27 October 2018 in Ankara in the framework of the Project on “Improving the Effectiveness of Investigation of Allegations of Ill-Treatment and Combatting Impunity" in Turkey.

It gathered wide range of national stakeholders from the Ministry of Justice, the Ministry of Interior, the Ministry of Health, the Constitution Court, the Court of Cassation, the Council of State, Human Rights and Equality Institution of Turkey, Ombudsman Institution, Union of Turkish Bar Associations, Institute of Forensic Medicine of the Ministry of Justice, Gendarmerie General Command, Human Rights Joint Platform (IHOP), Association of Forensic Experts, Academicians, the Forensic Institutions of the Public Universities in Ankara along with the international speakers from the European Court of Human Rights, the Committee for Prevention of Torture, from United Kingdom and Ukraine, and national experts.

This workshop served as a forum for constructive dialog and exchange of good practices and challenges of other countries, in particular experiences from England and Wales, Croatia, Ukraine and Turkey in the areas of effective investigation of ill treatment. It contributed in enhancing views of different stakeholders about shortcomings and challenges and to seek for better solutions in terms of improved legislation, mechanisms and practices by Turkish authorities. Final report of this workshop will be shared with participants and other relevant stakeholders.

The Project “Improving the Effectiveness of Investigation of Allegations of Ill-Treatment and Combatting Impunity in Turkey” is funded by the Ministry of Foreign Affairs of Denmark and Human Rights Trust Fund and implemented by the Council of Europe in partnership with the Human Rights Department within the Ministry of Justice of the Republic of Turkey.
