Ensuring harmonisation of legislation anti-discrimination standards

The draft Guidelines for the harmonisation of the national legislation with European anti-discrimination standards and Law on Prohibition of Discrimination of BiH was discussed on 13 December 2018 in Sarajevo in the presence of the representatives of the ministry of Human Rights and Refugees of Bosnia and Herzegovina, staff members of the Institution of Human Rights Ombudsman (IHRO), representatives of relevant NGO’s and the Council of Europe consultants.

The draft Guidelines contains an overview of international and regional anti-discrimination standards applicable in BiH and gives an answer how to include these standards when drafting laws. In addition the actual document contains a checklist which is a user friendly tool to ensure the inclusion of non-discrimination standards to the draft policies, laws and other normative acts thus ensuring harmonisation with the EU and other antidiscrimination standards. The results of the discussion will be considered in the finalisation of the Guidelines.

The draft Report was presented within the action “Strengthening the Human Rights Ombudsman to fight discrimination” which is being implemented in Bosnia and Herzegovina as a part of the programme “Horizontal Facility for Western Balkans and Turkey” funded by the European Union and co-funded and implemented by the Council of Europe.
