Call for expression of interest from qualified independent evaluators - Deadline extended until 31 January 2021

The Council of Europe is currently implementing various projects and programmes, which aim to support Turkey in fulfilling European standards in the fields of human rights, rule of law and democracy. In order to facilitate the identification of short-term consultants whose profile could be relevant for future activities, it is seeking expressions of interest from independent national experts with experience in monitoring and evaluation applied to the field of human rights.

Expected qualifications:

  • Knowledge of English and Turkish;
  • A strong record in designing, managing and leading evaluations in the context of international cooperation, including experience in applying qualitative and quantitative evaluation methods;
  • Technical competence in the field of human rights and/or experience in supporting institutional reforms in Turkey.
