Reinforcing the capacity of the State Advocate of Albania to protect European human rights standards and to ensure efficient execution of the Strasbourg’s Court judgments is essential for the credibility of the European Convention on Human Rights.

In this context, the Action is contributing to development of an action-plan aiming to increase the efficiency of the State Advocate when it comes to the execution of the Strasbourg’s Court judgments. A coordination meeting was organised on 30 October 2019 in Durres, Albania with a view to identifying remaining shortcomings in the execution process and discussing possible ways forward. The meeting was moderated by Mr Sokol Mengjesi, professor of law at Tirana University and Ms Marjana Papa, Senior Project Officer at the Council of Europe D-REX Action.

On 31 October 2019, a training activity on legal writing and reasoning skills has been organised for 52 state advocates from regional offices of Tirana, Durres and representatives of the State Advocate in the ministries with a view to strengthening their capacities to more speedily and efficiently execute the judgments of Court. The training was facilitated by Prof. Sokol Berberi, Lecturer Director for continuous education at the School of Magistrates.

This Action is funded by the European Union and the Council of Europe and implemented by the Council of Europe.
