About Programme Office
The Council of Europe Programme Office in the Russian Federation officially started its activities on 29 October 2013. Its status is based on the Decree of the Government of the Russian Federation of 14 June 2011. The objective of the Office is to implement programmes of cooperation between the Russian Federation and the Council of Europe.
The cooperation is based on the document "Priorities for cooperation with the Russian Federation" which defines joint projects in the fields of human rights, democracy and rule of law.
These cooperation programmes are approved during annual meetings between the Council of Europe Secretariat and the Russian authorities.
The objectives of the cooperation projects are set up taking into account the country's priorities as expressed by the Russian authorities, in the evaluation of ongoing cooperation, commitments and obligations deriving from the Council of Europe legal instruments as well as recommendations of the Committee of Ministers, the Parliamentary Assembly of the Council of Europe, the Commissioner for Human Rights and other Council of Europe bodies.
The projects are financed from the Council of Europe ordinary budget and the voluntary contributions of its member states.
Programme activities are aimed to facilitate and strengthen exchange of experience and working relations between the Council of Europe, its member states and relevant Russian partners, local and regional authorities, NGOs and civil society representatives, professional and youth associations and other actors.
