On 30 March 2020, Elchin Mammad, editor in chief of the “Yukselish Namine” newspaper, was arrested at his home, police claiming to have found stolen jewellery in his office. A few days before, the "Yukselish Namine" had published a critical report on the situation of human rights in Azerbaijan. In addition to his journalistic activities, Mammad chairs the Social Union of Legal Education of Sumgait Youth (SULESY), an organisation that provides free legal assistance to low income families and legal support for local NGOs. Repeatedly under judicial or police investigation since 2015, involving several alleged crimes, Mammad has been interrogated and has had his house and office searched on multiple occasions.

On 31 March 2020, Sumgait City Court remanded Mammad in custody for three months over charges of theft with the infliction of damage on a large scale (Article 177.2.4 of the Criminal Code). If convicted, Mammad faces up to seven years in prison. He appealed the decision. According to his lawyer, Mammad believes police planted stolen jewellery in his office, while searching it in his absence.
