International Election Observers Criticise TVP Election Coverage

According to the preliminary findings and conclusions of the Special Election Assessment Mission of the OSCE’s Office for Democratic Institutions and Human Rights (ODIHR), coverage by Poland’s public service television (TVP) during the campaign for the two-part Presidential election held on 28 June and 12 July 2020 failed in its duty to be impartial by strongly favouring the incumbent, thus tarnishing the election with regard to both rounds of voting. The ODIHR mission also criticised the electronic media regulator, the National Broadcasting Council, for not monitoring the coverage of the campaign itself, despite having the legal mandate to ensure open and pluralistic radio and television output. It further noted that the findings of several civil society groups which monitored the media during the campaign corroborated its assessment.

After the first round of voting TVP issued a statement in which it qualified the ODIHR assessment as „not objective” and claimed it had fully fulfilled its mission aimed at strengthening pluralism in public debate.

The Society of Journalists, an independent media NGO which monitored television coverage of the election, stated on 13 July 2020 that instead of pluralism, impartiality and balance, TVP had presented the public with „an apotheosis of one candidate (the incumbent) and the defamation of his rival”.
