Araz Guliyev is the editor- in- chief of an Islamic website called Xeber44.com. He was arrested on hooliganism charges on 8 September 2012, while reporting on a protest in the southeastern city of Masally. During Guliyev's pre-trial detention, authorities expanded his charges to "illegal possession, storage, and transportation of firearms, inciting ethnic and religious hatred, offensive action against the flag and emblem of Azerbaijan." On 5 April 2013, the Lankaran Court on Grave Crimes sentenced Guliyev to eight years in prison. Guliyev's lawyer said that the charges against the journalist were not substantiated in court.

On 4 July 2014, Supreme Court dissmissed the journalist's appeal in cassation.

In her report following her visit to Azerbaijan from 8 to 12 July 2019, the Council of Europe Commissioner for Human Rights regrets that no progress has been made regarding the protection of freedom of expression and calls on the authorities to release all those detained because of the views they expressed, notably journalists.
