Journalist Seymour Hazi Sentenced on Hooliganism Charges

Seymour Hazi is a reporter for the opposition newspaper “Azadliq” and a leading anchor for “Azerbaijan Saati” (Azerbaijani Hour) TV program, a cable news channel. He is known for his comments and analysis which are often critical of Azerbaijani authorities. Police arrested him on 29 August 2014, alleging that he had attacked a man at a bus stop. He was charged of hooliganism and sentenced to five years in prison, a sentence considered disproportionate as no aggravating circumstances were established as a justification. Hazi believed authorities had orchestrated the altercation to provide a motive for his arrest.

On 29 August 2019, Seymour Hazi was released upon completion of his 5-year prison sentence.

On 15 April 2016, the Supreme Court dismissed Seymour Hazi's cassation appeal.

In her report following her visit to Azerbaijan from 8 to 12 July 2019, the Council of Europe Commissioner for Human Rights regrets that no progress has been made regarding the protection of freedom of expression and calls on the authorities to release all those detained because of the views they expressed, notably journalists.
