Council of Europe in the framework of its projects became a co-organizer of JustConf 2021

The Council of Europe in the framework of its projects “Supporting institutions to Combat Ill-Treatment in Ukraine” and “Human Rights Compliant Criminal Justice System in Ukraine” became a co-organizer of JustConf 2021, the conference on ideas which change criminal justice. It is because we believe that criminal justice experts should have a space for exchange of opinions and ideas for further discussions and joint search for solutions to common problems. This is an important element for quality changes in the system of criminal justice.

“Criminal justice is important to the Council of Europe because the criminal justice system is important for human rights. And human rights is one of the main pillars of the Council of Europe, so therefore, of course we would like to assist and co-organize when criminal justice is discussed” – underlined Mr Steen Nørlov, Head of the Council of Europe Office in Ukraine.

The conference took place on December 16, 2021.

JustConf was attended by representatives of various spheres of criminal justice i.e. prosecutors, detectives and investigators, judges, lawyers, representatives of expert community. They are going to talk about reforms and innovations in criminal justice. We are looking for the ways of solving common problems.

Project Description

Project title: “Supporting Institutions to Combat Ill-Treatment in Ukraine”

The main aim of the project “Supporting Institutions to Combat Ill-Treatment in Ukraine” (hereinafter - the Project) is to support the State Bureau of Investigation (hereinafter - SBI) to effectively apply European standards and practices in combating human rights violations

The project focus is two-fold:

1. Providing support in strengthening institutional and operational capacities of the SBI in fight against ill-treatment and impunity

2. Enhancing human rights competencies of SBI staff in the field of human rights protection

Project Duration:

PHASE I: 21 months (1 April 2020 – 31 December 2021)

PHASE II: 24 months (1 January 2022 - 31December 2023)

Country: Ukraine

Budget:

PHASE I:  700,000 €

PHASE II: 700,000 €

Expected Results

The following results are expected under the Project:

PHASE I:

1. The SBI staff is better handling ill-treatment and impunity cases in line with European standards

2. The SBI has a strengthened internal system to effectively combat ill-treatment

3. The SBI staff selection and training procedures are better aligned with European standards

PHASE II:

1. The system of initial and in-service training of the SBI staff is aligned with European standards

2. The SBI staff have an enhanced capacity in human rights protection:

- effective investigation of ill-treatment

- investigation of other human rights violations

- prohibition of discrimination

3. Interagency cooperation and coordination in the field of effective investigation of ill-treatment cases has been strengthened.  

Project Partners

The main beneficiary of the Project is the State Bureau of Investigations (SBI)
Other stakeholders are judiciary and law enforcement agencies, national professional training institutions, Office of the Parliament Commissioner for Human Rights, Office of the Prosecutor General, Parliamentary Committee on Law-Enforcement

Planned Activity

A number of activities will be implemented to provide:

  • expert analysis and recommendations (researches, needs assessment)
  • institutional support (working groups, on-line consultations with CoE experts, round tables)
  • capacity building (trainings, workshops, trainings of trainers)
