Ukraine and Poland signed Memorandum on cooperation in the area of broadcasting regulation

On 13 July 2022 the National Council of Television and Radio Broadcasting of Ukraine (National Council) and the Audiovisual regulator of the Republic of Poland (KRRiT) signed a Memorandum of cooperation.

The Memorandum was signed during the visit of the delegation of the National Council to Warsaw on 12-13 July 2022. Representatives of the National Council visited their Polish colleagues with the aim of agreeing on practical steps to strengthen cooperation in the field of media in the context of European integration of Ukraine, support and restoration of broadcasting of Ukrainian TV and radio channels affected by Russia's war against Ukraine.

The memorandum will contribute to the development of cooperation in the field of broadcasting regulation through support and implementation of joint activities, exchange of information and experience between the national regulatory bodies of Poland and Ukraine.

The following areas of cooperation were determined:

  • promoting the exchange of audiovisual services and creating conditions for the joint audiovisual products;
  • conducting consultations and exchanging information on specific sectoral issues, strategies and mechanisms of active cooperation in the field of broadcasting regulation;
  • exchange of specialists and experts, as well as organisation of visits and meetings;
  • study on the role of regulatory bodies of Poland and Ukraine in ensuring the development of the modern broadcasting sector;
  • organisation and participation in joint seminars, conferences, round tables in the field of regulation of television and radio broadcasting;
  • other agreed methods for cooperation.

The memorandum between the regulators of Ukraine and Poland was concluded for a period of five years. It entered into force from the moment of signing.

 

In the welcoming remarks, the Chair of the National Council, Olha Gerasymiuk, thanked her Polish colleagues for the help that Ukraine has been receiving from Poland since the beginning of the full-scale invasion of the Russian Federation.

 

Ms Herasymiuk also thanked KRRiT for the ban of Russian propagandist channels on 25 February. She expressed hope that the cooperation between Ukraine and Poland will only strengthen in the future.

 

"The signing of the Memorandum on cooperation in the field of broadcasting regulation coincides with the 30th anniversary of the Good Neighbor Agreement and the 25th anniversary of the strategic partnership announcement. It will become an important tool of cooperation and support of the Polish and Ukrainian information space, joint production and exchange in the field of media and cultural products. It will enable to form a positive image of Poland and Ukraine and to overcome a difficult period in relations and respond to new challenges and information security threats of our countries," added Olha Gerasymiuk.

The meeting of the regulators was held in the framework of the Immediate Action Package “Support to Safety of Journalists, Media, and of Access to Information”, including communication strategy for Prosecutor General’s Office in Ukraine, aiming to support the Ukrainian media community in addressing current needs and consequences of the Russian aggression and war in Ukraine.
