The second meeting of the working group on the development of a one-day training course for judges and judicial assistants “Application of the principle of legal certainty in administrative proceedings” took place at the end of September 2021. The meeting was held by the Council of Europe Project “Support for judicial institutions and processes to strengthen access to justice in Ukraine” in cooperation with the National School of Judges of Ukraine.
Iryna Kushnir, the Manager of the Council of Europe Project “Support to the judiciary of Ukraine in ensuring better access to justice”, upon opening the meeting, highlighted the goals and objectives of the second working meeting and provided the participants with the program and presented the format of work.
During the meeting the participants, judges of the administrative courts of all three instances, shared their views on the challenges they had encountered in drafting materials for the training course. In addition, they presented mini lectures on the program of the future training course on the following topics:
- The principle of legal certainty as an element of the rule of law;
- Quality of law;
- Legitimate expectation;
and discussed the training cases and materials for the trainers and trainees.
