Working on improving the situation with the human rights protection in the police activities

Joint Programme between the European Union and the Council of Europe “Strengthening Implementation of the European Human Rights Standards in Ukraine” within its component on “Support to the police reform and fight against impunity and ill-treatment” is actively cooperating with the Human Rights Directorate of the National police of Ukraine. The Directorate, represented by 60 staff members including 12 persons at the central and 48 persons at the regional levels, is playing a key role in monitoring and prevention of human rights violation in the police activity.

This year the Human Rights Directorate based on the results of the national completion recruited additional staff members. Following the established practice on provision of initial and in-depth trainings for the newcomers to the Directorate, special 3-week initial training was organised by the Project jointly with the National Academy of Internal Affairs in the period from 10 May till 2 June 2017. The idea of the training is to provide general theoretical and practical knowledge on human rights issues, to enhance the capacity of Directorate’s staff to apply the ECHR in their daily work and to ensure that they are kept up-to-date with the ever-evolving standards and case law of the European Court of Human Rights to prevent any human rights violations within police system.

Participants received 128 academic hours of lectures, presentations and practical exercises on a number of human rights and specialized courses. Courses were taught by the experienced lawyers specialised in ECHR and ECtHR case-law, experts of the Council of Europe and well-known NGOs representatives to enable new staff of the Directorate to get familiar with the up to date information on human rights issues, discuss different complex cases as well as its implementation on practice.

Except initial raining the participants were informed about the HELP programme (Human Rights Education for legal Professionals) supported by the Council of Europe offering its e-learning platform, where a wide range of training resources on the ECHR is available on-line, translated into the national languages of the beneficiary countries. The participants successfully passed the course on Introduction to the ECHR available on-line in Ukrainian language.
