Metropolitan governance in Ukraine

Is metropolitan governance relevant now in Ukraine? Should a legal framework be created for it and what is the role of the State in developing metropolitan areas or “agglomerations”, as usually they are referred to in Ukraine? These and many other questions were discussed within a dedicated thematic session during the 9th Local Self-Government Forum in Lviv (Ukraine), that took place on 21-22 September 2022, in a hybrid format.

This thematic session was facilitated and moderated by the Council of Europe, through the Programme “Enhancing decentralisation and public administration reform in Ukraine”. Participants of the session were senior representatives of the Parliamentary Committee on local self-government, Ministry for Communities and Territories Development, Association of Ukrainian Cities, Lviv regional military administration, Lviv and Pustomyty municipalities and the Council of Europe.

During the meeting Ms Oksana PRODAN, advisor to the President of the Association of Ukrainian Cities, presented the draft concept of the future law.
