The Council of Europe project “Continued support to promoting social human rights in Ukraine” developed information brochures about the details of obtaining temporary protection and ensuring the social rights of Ukrainians who are forced to seek protection in the Czech Republic, Germany, Italy, Poland, Romania, Slovakia, and Spain.

The brochures contain information about:

• categories of people who can receive temporary protection,
• lists of documents to be submitted,
• validity period of the status,
• bodies that make decisions on assigning status,
• contact information, etc.

The booklets also indicate how temporarily displaced persons can exercise their social rights, including the right to residence, employment, social security, medical care, education, and children's rights.

“Russian aggression has led to significant humanitarian consequences, in particular to mass displacement of people. Millions of Ukrainians fled the war abroad. As a result, there was a need of creating appropriate conditions for ensuring the social rights of people who have received the status of temporary protection in the EU and the Council of Europe member States. Therefore, within the framework of the Project, we have collected useful information to inform persons who have found protection abroad about what social rights are guaranteed to them, and how they can realise them,” said Siuzanna Mnatsakanian, senior officer of the Council of Europe Project “Continued support to promoting social human rights in Ukraine” .

The brochures were created on the basis of the Project research, where experts of the public organisation “Ukrainian Center for Social and Legal Research” analysed the minimum standards for the social protection of the displaced persons untries who cannot return to their country of origin that are guaranteed by the members States of the European Union and the Council of Europe within their European integration obligations. The study covers the experience of 20 member States of the European Union and the Council of Europe in providing social protection for forcibly displaced persons.

The Council of Europe project “Continued support to promoting social human rights in Ukraine” is implemented by the Office of the Council of Europe in Ukraine within the framework of the Council of Europe Action Plan for Ukraine for 2018-2022. The project aims to strengthen the sustainability of democracy in Ukraine through the expansion of social rights in accordance with European standards.
