Working Sub-group meeting on improving national legislation on the protection of the human rights of IDPS in the area of confirmation of civil status and agreements, and recognition of relevant legal facts

The regular meeting of the working Sub-group on improving national legislation on the protection of the human rights of IDPS in the area of confirmation of civil status and agreements, and recognition of relevant legal facts was supported by the Council of Europe Project and took place in Kyiv in February 2, 2017. The sub-group is coordinated by Olena Sinchuk, the Head of the Division for Providing Access to Legal Aid of the Coordinating Center for Legal Aid Providing. Meetings of the five sub-groups of the Ministry of TOT and IDPs Working Group (on improving national legislation on the protection of the human rights of IDPs) are held regularly at the office of the Council of Europe in Ukraine with the support of the Council of Europe Project “Strengthening the Human Rights Protection of IDPs in Ukraine” (hereinafter – the Project).

Mr. Serhiy Bazar, Program coordinator of the Council of Europe Action Plan for Ukraine, Office of the Directorate General of Programs together with Ms. Ganna Khrystova, Senior Project Officer participated on behalf of the Council of Europe. Mr. Volodymyr Marchenko, the President of the Notary Chamber of Ukraine, Ms.Viktoriya Savolainen, Senior specialist of the Ministry of temporary occupied territories and IDPs of Ukraine, Ms. Svitlana Belikova, lecturer of the department of training of prosecutors on representing the interests of citizens or a state in court of the National prosecution academy of Ukraine and other representatives of national and international civil society organizations participated in the event.

During the meeting participants discussed the issues of the right of IDPs on inheritance, recognition of legal facts, restoration of identification documents, recognition of documents obtained from the archives that are located on the temporarily occupied territory. These issues are still acute in the society, creating new challenges, primarily related to notarial acts to protect the rights and interests of internally displaced persons. The members of the working sub-group actively were engaged into discussion and have elaborated several recommendations to improve the situation. They also unanimously expressed the suggestion that representatives of relevant departments of the Ministry of Justice of Ukraine should also be invited to the meetings of the working sub-group.
