Joint kick-off meeting of the HELP courses “Child-friendly Justice” and “Violence against Women and Domestic Violence” in Ukraine

The launch of the national adaptations of the HELP courses on Child-friendly Justice (course brief) and Violence against Women/Domestic Violence (course brief) was organised jointly with the National School of Justice of Ukraine and the National Academy of Prosecution of Ukraine in Kyiv on 24 January. Master trainers trained by the project for both courses in October 2017 and more than 70 trainees of the first on-line training attended the kick-off meeting.

It was the first launch of the Child Friendly Justice course since its finalisation at the end 2017 and the second launch of the Violence against Women/Domestic Violence course, after a first launch in Armenia at the end of last year.

The event started with opening speeches from Mr Mårten Ehnberg, Head of the Council of Europe Office in Ukraine, Ms Natalia Federovych, Vice Minister, Ministry of Social Policy, Ms Natalia Shuklina, Vice Rector, National School of Judges of Ukraine and Mr Georgii Popov, Vice Rector, National Academy of Prosecution of Ukraine.

Following an introduction to the Council of Europe HELP programme and its courses on Child-Friendly Justice and on Violence against Women/Domestic Violence made by Ms Regina Jensdottir, Head of the Children’s Rights Division, Council of Europe Coordinator for the Rights of the Child and Ms Ms Marta Becerra, Head of capacity and Co-operation projects Unit, Equality Division, Council of Europe.

The participants could benefit from two panel discussions on key legal developments in the respective areas with interventions from Mr Nikolai Kuleba, Commissioner of the President of Ukraine for Children’s Rights, Ms Olga Poyedynok, PhD, Post-doctoral fellow at T. Shevchenko National University of Kyiv, Institute of International Relations, Department of International Law, Mr Pavlo Perfomenko, Judge at Bahmut rayon court of Chernigiv region and Ms Kateryna Borozdina, human rights defender, lawyer, Head of Department on legal expertise and monitoring, NGO “LaStrada - Ukraine” in the first panel and Ms Marta Becerra, Head of Co-operation Unit, Equality Division, Council of Europe (moderator), Ms Aksana Filipishyna, Commissioner Representative for Observance of the Rights of the Child, Non-Discrimination and Gender Equality, Ukrainian Parliament Commissioner for Human Rights, Ms Nadiya Stephaniv, judge of the Supreme Court of Ukraine on violence against women, Ms Maryna Lehenka, prosecutor on violence against women and domestic violence, Head of Unit on Legal Expertise of Law Department of the General prosecutor Office of Ukraine and Ms Larysa Denysenko, human rights defender, lawyer, member of the Interdepartmental Coordination Council on Juvenile Justice in the second panel.

The event continued with a presentation of the HELP platform and the course dedicated pages, followed by two working groups during which the participants could interact with their future tutors for the practical arrangements to be made for the implementation of the two courses.

The event also hosted an award ceremony for the newly certified HELP tutors of the two courses, who received their certificates from Mr Mårten Ehnberg, Head of the Council of Europe Office in Ukraine  after having successfully completed the training of trainers session in September 2017.
