Professional development through online education - a tool to combat ill-treatment

To help Ukraine better tackle the systemic problem of ill-treatment as identified in a number of ECtHR judgements, the CoE develops online education courses. Target audience of the latter comprises key actors in the field of combatting serious human rights violations – investigators, prosecutors and advocates. They are among enrollees of the freshly-piloted national “Prohibition of ill-treatment” course at the HELP online programme and among participants of the final face-to-face session we are holding in Kyiv today.

“Online education is a powerful tool to ensure that those who are dealing with ill-treatment investigation keep up with the pace of rapidly evolving professional environment.  It is particularly important that they learn unified European standards and best practices. Such approach ensures that community of these professionals works as a wholesome mechanism bringing about real change” – says Yurii Bielousov, Head of Special General Prosecutor Office’s Department dealing with ill-treatment and other serious human rights violations by law-enforcement officers.

The course will undergo post-piloting adjustment based on the enrollees’ feedback and will soon be available for all interested Ukrainian legal professionals.

“It’s been more than 20 years now that Ukraine embarked on a journey towards adherence to European human rights protection standards. Naturally, necessity to apply these standards is no longer an issue of debate among legal professionals. It is only an issue of finding time, human and financial resources within this active justice sector reform period to ensure key actors know and apply them. In this regard, online education is a perfect match” – asserts Tetiana Dashevska, investigator of the Special Bureau of Investigation and a course participant.

The initiative is supported within the CoE “Enhancing Implementation of the European Human Rights Standards in Ukraine” project in cooperation with national stakeholders: State Bureau of Investigations, National Academy of Prosecutors of Ukraine, Office of Prosecutor General and Ukrainian National Barristers Association.
