The Council of Europe Project is currently implementing the Project “Strengthening freedom of media, access to information and reinforcing public broadcasting system in Ukraine” and is announcing a tender procedure for the provision of services of development of the mobile applications for radio channels of the Ukrainian Public Broadcaster (UA:PBC).

The deadline for submission of tender proposals is 15:00, 02 August 2018.

Tenderers shall be excluded from participating in the tender procedure if they:

• have been sentenced by final judgment on one or more of the following charges: participation in a criminal organisation, corruption, fraud, money laundering;
• are in a situation of bankruptcy, liquidation, termination of activity, insolvency or arrangement with creditors or any like situation arising from a procedure of the same kind, or are subject to a procedure of the same kind;
• have received a judgment with res judicata force, finding an offence that affects their professional integrity or serious professional misconduct;
• do not comply with their obligations as regards payment of social security contributions, taxes and dues, according to the statutory provisions of their country of incorporation, establishment or residence;
• are or are likely to be in a situation of conflict of interests.

Eligibility criteria

• Being a registered company in accordance with applicable national legislation and being specialized in the field of development of applications and similar products;
• 2 (two) years of experience of providing similar services as described in the section A of the Act of Engagement.

Award criteria

• Experience and qualifications of human resources to be engaged in the provision of services (40%);
• Plan and timeline of the provision of expected deliverables (10%)

• Financial offer (50%).

TENDERERS ARE INVITED TO SUBMIT:

• A completed and signed copy of the Act of Engagement
• For tenderers subject to VAT only: a quote, describing their financial offer, in line with the requirements of section C of the Tender File;
• Tenderer’s registration documents;
• Brief one-page description of the company’s experience for the last two years;
• Portfolio of staff members to be engaged in the provision of services (including short information on the professional experience and at least 3 links to similar products).
