Dear Service providers,

The Council of Europe project “Strengthening freedom of the media and establishing a Public broadcasting system in Ukraine” is re-announcing a competitive procedure for the selection of service provider  for the elaboration of the marketing strategy for the development of public television channel “UA:Pershyi” in line with the terms of reference laid down at the file “Act of engagement”. The conditions of the competitive selection, necessary documents to be submitted as well as criteria for final selection are mentioned in the “Tender file”.

 We kindly invite you to participate in the competitive procedure by submitting the documents by 9 February, 10:00 Kyiv time.

 The documents which should be submitted:

1. A completed and signed copy of the Act Engagement (scan). Please note that in case you have bank account in EUR, please fill out file “Act of engagement for EUR accounts”, in case you have bank account in UAH, please fill out file “Act of engagement for UKR accounts”
2. For tenderers subject to VAT only: a quote (proforma-invoice), describing their financial offer, in line with the requirements of section C of the Tender File (see above). Please note the “Act of the engagement” should be VAT exclusive, as well as proforma-invoice shall include VAT as a separate budget line;
3. Tenderer’s registration documents can be submitted in Ukrainian with brief summary translation into English – name of the company, date of registration, types of economic activity which can be legally provided;
4. Portfolio of staff members to be engaged in the provision of services;
5. Official letter from the head of the company covering eligibility criteria (signed and stamped).

The documents should be submitted in English.
