Description

The Congress of Local and Regional Authorities of the Council of Europe (“The Congress”) is organising a Training of Trainers on Local Democracy and Human Rights on 15-18 April 2019 in Kharkiv, Ukraine.

The objective of the training of trainers is to create a pool of educators to address issues of human rights at local level, with experience on human rights, local democracy and citizen participation. Their future activities and engagement will in turn contribute to building capacities of young people from Eastern Ukraine, motivating them to be more engaged in local decision-making and fully enjoy their rights and freedoms.

The training of trainers will:

  • equip participants with comprehensive understanding of the relationship between human rights and local democracy, existing standards and provide them with examples of good practice from Ukraine and other European countries;  
  • enhance capacities of participants to carry out educational activities on human rights and local democracy in the future;
  • equip participants with necessary methodological tools to develop a training curriculum based on the needs of conflictaffected youth, corresponding to the Ukrainian context.

The training of trainers is an initial step with a view of activities targeted at young local leaders from Eastern Ukraine. It is organised as part of the project “Strengthening democracy and building trust at local level in Ukraine”, implemented within the Council of Europe Action Plan for Ukraine 2018-2021.

METHODOLOGY

The training will be based on the principles of non-formal education: it will have a planned programme of personal and social education designed to improve a range of skills and competencies, outside the formal educational curriculum.

WHO CAN APPLY?

Up to 20 participants will be selected to take part in the training course. The selection will ensure a fair gender balance. Trainers from Donetsk and Luhansk oblasts are highly encouraged to apply.

Eligibility criteria

  • At least 2 years of experience in conducting formal/nonformal trainings;
  • Demonstrated knowledge and interest in the topics of training: human rights and local democracy, including transparency, ethics, youth participation as crosscutting topics;
  • Fluency in Ukrainian.

Preferences

  • Good knowledge of English is desirable;
  • Experience in working with young people and/or local elected representatives will be considered an advantage;
  • Personal and professional commitment to followup activities, namely developing the training curriculum and implementing trainings with young people from eastern regions of Ukraine is expected.

Costs

All costs related to participation, including travel within Ukraine, meals and accommodation, will be covered by the Council of Europe.
