Ukraine: Annual Public Service Forum 2022

Ukrainian system of public administration has demonstrated resilience in the extremely difficult conditions stemming from Russia’s full-fledged invasion since late February 2022. However, the “red” threat level remains. Therefore, on 22 September 2022 the National Agency on Civil Service held in Kyiv its annual forum dedicated to enhancing public service.

The Centre of Expertise for Good Governance (CEGG) of the Council of Europe became a partner of the Forum through its Programme “Enhancing decentralisation and public administration reform in Ukraine”.

The 2022 Forum was the 13th annual edition of this event, and this year it was dedicated to exploring the following topics:

  • Strengthening the institutional capacity of public authorities in view of Ukraine’s European integration;
  • Change of public service model: introduction of a mixed model of public service (career and contract); development of responsible leadership; transformation of all public services into convenient online services;
  • Development of service in local self-government bodies: legal initiatives aimed at harmonising the civil service at central level and the service in local self-government bodies; professionalisation of service; implementation of modern HRM tools;
  • Lean management: tasks and functions of public authorities in conflict and post-conflict periods.

In his welcome remarks on behalf of the Council of Europe, Steen NØRLOV, Head of the Council of Europe Office in Ukraine and Representative of the Secretary General of the Council of Europe on the coordination of its cooperation programmes, emphasised that investment in modernisation of the national public service system in Ukraine is investment in the country’s future. He stressed that good democratic governance is one of the core values for the Council of Europe and the Organisation supports its national partners in Ukraine in improving the legal framework and practices in this area. “The Council of Europe will continue standing with Ukraine”, said Mr NØRLOV.

In addition, Olena BOIKO, local consultant of the Council of Europe, presented the recent legal opinion of the draft law on local civil service prepared by the CEGG in August 2022. She summed up that, as outlined by the Council of Europe in its report, the adoption of this draft law would lead to improvements compared to the current situation. However, several areas of concern remain, and further action should be considered. She also provided an overview of the CEGG’s assistance to Ukraine and the implementation of its recently updated toolkit on Human Resources Management.

To address these and many other questions and in response to a request of the Specialised Local Self-Government Parliamentary Committee, the CEGG prepared the Policy Advice on the Roadmap for Local Self-Government Recovery from the Consequences of the War (CEGG/PAD(2022)3 of 30 June 2022).
