The Council of Europe continues the piloting of  amalgamated communities to improve their human resources management systems

On 27-29 September 2018 the Council of Europe, in co-operation with the National Agency of Ukraine on Civil Service, continued to pilot the model human resource management in-service training program for local government employees of the amalgamated territorial communities. The second session of “Modern Human Resources Management Tools in Local Self-Government Bodies” was held in the All-Ukrainian Centre for the Training of Civil Servants and Local Self-Government Officials.

The program of the session envisaged the acquisition of knowledge and practical skills by the participants on the regulatory framework of service in local self-government bodies, legal status of a local government officials, their rights and duties, peculiarities of the preparation and practical usage of a job description / job profile for career planning and development as well as for and performance assessment, including disciplinary measures.

Between the sessions, experts from the Council of Europe Program “Decentralization and Local Self-Government Reform in Ukraine” consult the representatives of piloting amalgamated communities on the issues of HRM management.
