Study visit to Spain on local self-government and public administration issues

From 29 October  to 4 November 2017 the Ukrainian delegation comprised of the Members of Ukrainian Parliament Oleksii HONCHARENKO, Yurii BUBLYK, Oleksandr DEKHTIARCHUK, Andrii REKA, Mykola FEDORUK, Alona SHKRUM, Vasyl  HULIAIEV, experts of the Parliamentary Committee Secretariat on State Building, Regional Policy and Local self-government, representatives of central and local bodies of executive power, local self-government and their associations, in particular, First Deputy Minister of Regional Development, Construction and Municipal Economy of Ukraine Viacheslav NEHODA, Head of the National Agency of Ukraine on Civil Service Kostiantyn VASHCHENKO, Vice-President of the Ukrainian Association of Oblast and Rayon Councils, Chair of Cherkasy Region Council Oleksandr VELBIVETS, Expert of the Association of Ukrainian Cities Volodymyr MIAHKOKHOD, Pyriatyn City Mayor,  Vice-President of the Association of Amalgamated Communities of Ukraine Oleksii RIABOKON, Deputy Head of Donetsk Regional State Administration Vladyslav LAVRYK visited the Kingdom of Spain.

The visit was organised by the Council of Europe Programme “Decentralisation and Territorial Consolidation in Ukraine”.

Ukrainian delegation met  representatives of the Spanish Senate, Constitutional Court, Centre for Constitutional Studies, Ministry of Presidency and Territorial Administrations, Ministry of Finance and Public Administration, Institute for public administration (INAP) in Madrid, parliamentary and government structures of autonomous regions of Cantabria and Galicia. Thus, the members of Ukrainian delegation had the opportunity to be exposed to the legal framework and practices of local self-government of Spain. In particular, the discussions focused on inter-municipal co-operation, amalgamation of territorial communities, legal oversight, interaction between governments of autonomous regions and national government. Also, during meetings with the President of the Constitutional Commission in the Spanish Senate Juan José LUCAS and the Ukrainian Ambassador to Spain Anatolii SHERBA the delegation members received the updates on the state of Spanish-Ukrainian co-operation and further ways of their expansion. We find symbolic the fact, that in the same period of time, Spanish Foreign Minister Alfonso María DASTIS QUECEDO visited Kyiv.
