Council of Europe continues supporting Ukraine’s decentralisation reform: a range of high-level events took place in Kyiv

The Council of Europe supported a range of meetings with key national stakeholders on the priorities of the Decentralisation reform and co-operation in 2019. The meetings took place on 3-6 December 2018 in Kyiv, in the framework of the Programme “Decentralisation and Local Government Reform in Ukraine”:

  • On 3 December, Council of Europe officials and experts joined the first meeting of the Kyiv City’s Working Group “On launching Kyiv Agglomeration” to discuss and agree on possible ways to strengthen good governance and economic development in the region. In 2019, the Council of Europe will work with the Kyiv City State Administration, providing legal and policy advice and good practice examples, to support development of an efficient framework for metropolitan governance. Cooperation activities will include a Peer review involving peers form metropolitan cities in Europe, legal expertise and a leadership development programme;

  • On 4 December, a Round Table on the territorial reform of the rayons was organised at the initiative and in cooperation the Ukrainian Association of District and Regional Councils and the Ministry of Regional Development. The Prime-Minister of Ukraine Mr Volodymyr HROYSMAN explained the Government’s vision and priorities of the Decentralisation reform (2nd phase) and the need for relevant Constitutional amendments. A new pilot project on modelling administrative and territorial division in Ternopil, Donetsk, Luhansk and Kharkiv regions, implemented by the Association and the Ministry, with support from the Council of Europe was presented and discussed. The Council of Europe will continue to support the project in 2019 encouraging an inclusive and transparent discussion platform in a “Strasbourg format” (all stakeholders involved); 

the III Forum of Amalgamated Communities which took place on 5 December brought together the President of Ukraine Petro POROSHENKO, the Speaker of the Parliament Andriy PARUBIY, the Prime-Minister Volodymyr HROYSMAN, members of the Parliament, leaders of State executive authorities (Ministry of regional development, Ministry of finance, Ministry of education, Ministry of healthcare, Ministry of culture), mayors of amalgamated communities, leaders of local government associations, civil society and the international community.  The Council of Europe’s Director of Human Dignity, Equality and Governance Ms Claudia LUCIANI confirmed commitment and support to the decentralisation reform in Ukraine. In 2019, the Council of Europe will support the decentralisation priorities including towards the completion of the amalgamation reform, the territorial reform of the rayons, the necessary constitutional amendments, in compliance with the principles of the European Charter of Local Self Government and with the best of European practice.
