Chernivtsi, Ukraine – a champion for innovative approaches to open local government

Strasbourg, 16 July – Ukrainian and Slovenian examples of good practice were chosen to be presented during the ‘Local Open Government Innovation Exchange’ event organised within the Open Government Partnership (OGP) Local Programme on the eve of the 5th OGP Summit, in Tbilisi, Georgia on Monday 16 July. The aim of this ‘pitch competition’ was to share experiences between local reformers and innovators in open government.

Vladimir PREBILIČ, member of the Congress (Slovenia, SOC) and Mayor of Kočevje, focused on the transparent behaviour of local elected representatives, highlighting the need for the accountability of public officials to citizens. He also emphasised the correlation between transparency and trust that enables every local leader to implement his/her vision. Tetiana LEBUKHORSKA, Head of Communication of the Municipality of Chernivtsi, Ukraine, presented innovative approaches to the open government principles, focusing on e-tools and open data as a means to enhance the dialogue with citizens. The replicability and the impact of this initiative, as well as its transformation potential was praised and selected as the best example of good practice of local authorities in the pitch competition.

This event was hosted by the City of Tbilisi as part of the 5th Open Government Partnership Summit in Tbilisi, Georgia. The participation of members of the Congress, representatives of Ukrainian municipalities and their national association is ensured through the project “Strengthening democracy and building trust at local level in Ukraine”, as part of the Council of Europe Action Plan for Ukraine 2018-2021. The project aims to improve the quality of local democracy in Ukraine by strengthening institutional frameworks and by supporting local authorities and their national associations in their efforts to promote ethical decision making and more citizen-oriented, responsive and transparent local governance.
