Budget

Defining activities:

  • Contributes to the preparation of the Programme and Budget;
  • Contributes to the preparation of various monitoring reports, financial reports and documents related to contributions;
  • Contributes to the drawing up of documents for the attention of the Budget Committee and the GR-PBA;
  • Participates to the preparation and follow-up of the Budget Committee meetings.

Professional requirements:

  • Proven practical knowledge of financial duties;
  • Qualification in a relevant field.

 

Financial assistance

Defining activities:

  • Carries out the financial commitments, payments and archiving of expenditures;
  • Checks the accuracy of financial reports;
  • Ensures the smooth-running of the closing of accounts and invoicing, deals with the contacts with providers and check accounts;
  • Contributes to the preparation of the annual financial statements of the Organisation;
  • Proceeds with the calculation and payment of mission expenses, of expenses of interpreters and candidates.

Professional requirements:

  • Diploma in accounting or relevant professional experience; very good knowledge of accounting principles, in particular IPSAS principles.

Accounting

Defining activities:

  • Prepares for settlement, payment and supervision of the pay of staff in compliance with the legislation in force;
  • Client relations (with staff members and departments) on all matters relating to the pay of staff;
  • Updates salary scales and budgetary costs.

Professional requirements:

  • Accountancy degree or relevant professional experience, very good with figures.

 

Customs

Defining activities:

  • Deals with the proceedings in accordance with the customs and tax regulation;
  • Performs the formalities with the relevant customs and tax authorities;
  • Gives advice, expertise and assistance to all departments of the Council of Europe, the Permanent Representations and to the customs declarants from external companies responsible for transportation of goods of the Council of Europe;
  • Performs the formalities with the relevant customs and tax authorities;
  • Identifies and recommends procedures exemptions VAT and customs letters of orders, contracts, services, consultants.

Professional requirements:

  • Good knowledge of customs regulations and tax issues.

 

Procurement and Sales

Defining activities:

  • Monitors and controls purchase requests;
  • Records transactions in FIMS;
  • Researches and evaluates suppliers, creates or modifies suppliers in FIMS and updates the list of suppliers;
  • Manages tenders for procurement;
  • Track monthly expenses.

Professional requirements:

  •  Diploma in accounting or relevant professional experience.
