Promoting gender mainstreaming and gender equality in co-operation activities

A workshop on gender mainstreaming and gender equality in co-operation activities was held at the Council of Europe Office in Pristina on Friday,  aiming to facilitate the sharing of good practices and challenges in regards to gender equality issues. 

The meeting provided an opportunity for co-operation projects and beneficiaries from Kosovo* and North-Macedonia working with gender equality topics to share experiences across sectors and thematic areas on addressing gender equality in the implementation of co-operation projects.
Frank Power, Head of the Council of Europe Office in Pristina, in his opening speech highlighted the importance of gender mainstreaming in co-operation projects: “I am very happy that our office is able to host this exchange of experience and best practice between beneficiaries from Pristina and Skopje, across different projects, particularly given that we will shortly celebrate International Women’s Day. Gender equality is, of course, a priority that cuts through all Council of Europe activities, and events like today’s help to ensure that gender mainstreaming remains a central element in all our cooperation projects”.

The importance of regional exchange was also brought up by Elena Grozdanova, State Advisor on Equal Opportunities in the Ministry for Labour and Social Policy in North-Macedonia “Regional cooperation and exchange of good practices is an important factor for success in achieving gender equality”.

The Regional Gender Advisor, Arezo Banafsheh coordinating the process of gender mainstreaming in the framework of the Council of Europe activities in South-East Europe, pointed towards the importance of an inclusive and gender sensitive approach to ensure sustainability and protection of human rights in projects and activities.

The meeting organised by the Project "Reinforcing the fight against violence against women and domestic violence in Kosovo* and supported by the EU and Council of Europe Horizontal Facility II joint action "Preventing and combatting human trafficking in North Macedonia", was attended by representatives from Kosovo* Ministry of Labour and Social Welfare, Agency for Gender Equality, Office for Good Governance, Ombudsperson and the Ministry for Labour and Social Policy from North Macedonia.

  • Strengthening the capacity and support the authorities to improve the implementation of the policy/legal framework related to anti-discrimination, combating hate-speech and protecting rights of LGBTI persons in line with the standards and recommendations set by the Council of Europe – especially those of the European Commission on Racism and Intolerance (ECRI)
  • Contributing in strengthening the capacities of the Office for Good Governance in the Prime Minister’s Office and Ombudsperson in regards to human rights protection mechanisms
How will the Action work ?
  • Policy and legislative support to institutions

  • Conduct awareness raising campaigns and public discussions on selected anti-discrimination topics
  • Support to civil society organisations and municipalities by small grant schemes, to enhance their capacities to tackle discrimination and reach out to the people

  • Implementation of anti-discrimination policies and legislation, at the central and local level (especially on protection of the rights of LGBTI persons, and on combating hate speech/hate crime) is improved
  • Dialogue and cooperation between institutions and civil society organizations in promoting and protecting the human rights is enhanced
  • Awareness of citizens on their rights and mechanisms to defend them is strengthened
  • Contribution to achieve better protection of human rights for the citizens of Kosovo* and to build a more diverse, equal and tolerant society
