Launching of the Manual on Anti-discrimination Law in Montenegro

The joint European Union/Council of Europe action on “Promotion of diversity and equality in Montenegro” organised the launching of the Manual on Antidiscrimination Law in Montenegro. The online event gathered civil servants dealing with human rights, rule of law and non-discrimination from the Ministry for Justice, Human and Minority Rights, the Ombudsperson office, and the Human Resource Management Authority of Montenegro.

The Manual aims to provide an overview of the key aspects of the anti-discrimination law, incorporating the latest principles of human rights protection and non-discrimination at the international and European level, as well as the anti-discrimination law protection mechanisms that form part of the national legal framework in Montenegro. It relies substantially on the work of the Council of Europe and European Convention on Human Rights, the European Social Charter, as well as the EU anti-discrimination legal framework.

This document is designed to assist not only legal practitioners, but also civil servants who are involved in issues of human rights protection thus dealing with the issue of discrimination in their daily work. It is intended for all those interested in understanding anti-discrimination law and equality principle, including lawyers, judges, prosecutors, social workers, students, civil servants, and non-governmental activists with or without a legal education.

The Manual is produced under the action on “Promotion of diversity and equality in Montenegro”, that is a part of the joint European Union/Council of Europe programme “Horizontal Facility for the Western Balkans and Turkey 2019-2022”, implemented by the Anti-Discrimination Department of the Council of Europe.
