Back Two Council of Europe expert committees met in Cyprus on immigration detention

The two intergovernmental committees of the Council of Europe, instructed to look into the issue of common European legal standards regarding immigration detention, met in Cyprus on 15 - 17 February. The Committee of Experts on Administrative Detention of Migrants (CJ-DAM) is codifying existing standards on the conditions of the administrative detention of migrants, while the Drafting Group on Migration and Human Rights (CDDH-MIG) is conducting an analysis on effective alternatives to immigration detention and exploring possible legal and practical actions in the field.

Hosted by the Cypriot Chairmanship of the Committee of Ministers of the Council of Europe, the two committees held joint and parallel meetings in order to exchange views on issues of common concern. Particular attention was given to the situation of vulnerable persons, especially unaccompanied or separated children.

Director General Philippe Boillat (Directorate General Human Rights and Rule of Law) emphasised the importance of this work in the current migration context and the pressing need to uphold the legal standards arising from the relevant international conventions and findings of the judicial and monitoring bodies. Both committees’ members agreed to pursue their tasks in close coordination and thus to ensure complementarity with due regard to their different mandates.
