20 years ago Europe reached a milestone in Human Rights. On 1 November 1998 Protocol No. 11 (ETS115) to the European Convention on Human Rights (ECHR) entered into force, restructuring the control machinery for enforcement of rights guaranteed by the Convention. Today 830 million Europeans can take their cases to Strasbourg as a last resort.
