Council of Europe anti-torture Committee publishes report on Spain focusing on prison and police establishments in Catalonia

The Council of Europe’s Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) has published today the report on its ad hoc visit Spain from 6 to 13 September 2018.

Council of Europe anti-torture Committee publishes report on Spain focusing on prison and police establishments in Catalonia

The purpose of the visit was to examine the situation in police and prison establishments in the autonomous community of Catalonia and to assess the progress made since the CPT’s previous visits to this region in 2011 and 2012. The report focuses in particular on the situation of prisoners placed in special and closed regime departments (Departements Especials de Règim Tancat), on women prisoners and the effectiveness of legal safeguards afforded to detained persons in Mossos d‘Esquadra stations, their treatment and conditions of detention.

The main conclusions of the CPT are set out in the executive summary of the report.

In their response, the Spanish authorities provide information on the measures taken to implement the recommendations made in the CPT’s report.

The CPT report and the response of the Spanish authorities have been made public at the request of the Spanish Government.
