Drafting Process

Timeframe: The drafting process commenced in 2016 and concrete measures for the three pillars were established over a period of approximately 12 months. The action plan was then approved by the Government in late 2017.

Consultation: A working group was formed composed of a variety of stakeholders, including NGO's, business associations, and multiple government departments/entities. The Office of the Government served as the main coordinator, gathering inputs and proposals and used these as a base to draft proposals of measures for each of the Three Pillars of UNGPs, which were then included in the final draft. 

National Baseline assessment: A National Baseline Assessment (NBA) was not conducted during the initial NAP drafting process; the topics and measures were identified using the UNGPs and the experiences of the members of the working group, including those with experience at the ground level. An NBA is planned to be conducted for the follow-up NAP.

Budget allocation: Each Ministry will finance the relevant measures from their ordinary budget.

Main Priorities / Focus areas in the Action Plan and expected outcomes

Pillar I - State Duty to Protect

  • Labour exploitation and abuse of foreign workers - improved work controls by Labour Inspections. 
  • Abuse in social services - implementation of new standards.
  • Addressing abuse of powers by management boards. 
  • Monitoring Arms trafficking and trade in conflict minerals with reliable partners.
  • Increasing nonfinancial reporting by companies.
  • Ensuring public procurement and subsidies and the activities of State corporations are in accordance with Business and Human Rights standards.
  • Including and promoting Business and Human Rights in Czech foreign policy.

Pillar II: Corporate Responsibility to Respect

Businesses are recommended to:

  • Respect human rights and avoid violations.
  • Create a human rights commitment and applicable working standards.
  • Apply human rights due diligence.
  • Remedy human rights violations.
  • Be transparent and cooperative.

Pillar III: Access to Remedy

  • Improved access to legal aid and assistance in court proceedings.
  • Opening the possibility of class actions.
  • E-justice.
  • Improving accessibility to Alternative Dispute Resolution schemes (including on-line methods).

Review and Monitoring


The implementation of the NAP is monitored by a Working Group composed similarly as the drafting Working Group with representatives of public authorities, businesses and civil society. The Working Group is informed of the measures taken and will assess their effectiveness. The Working Group will also contribute to the mid-term report and the final report, as well as the drafting of a new NAP.
