The main partner and beneficiary of this project is the Directorate General for Migration Management (DGMM) in Turkey.

The main aim is to contribute to:

  • Skills and competences of DGMM staff working with migrants and refugees are developed in respect of Council of Europe human rights standards and European Court of Human Rights case law on asylum and migration and providing (online) training on relevant issues arising under the European Convention on Human Rights.
  • Skills and competences of DGMM staff working with migrants and refugees are developed in respect of Council of Europe Convention on Action against Trafficking in Human Beings, CPT standards related to detention conditions in removal centers and Case law of European Court of Human Rights (migration and refugees).

The following results are expected:

  • Improved knowledge and skills of DGMM staff to apply Council of Europe human rights standards.
    • the Asylum and the European Convention on Human Rights online HELP course (national adapted version) available on HELP platform
    • Published Council of Europe/HELP handbooks in Turkish
    • HELP Training of Trainers Session
  • Improved knowledge and skills of DGMM staff on selected topics.
    • The number of seminars and the Turkish national adapted version of the HELP course on Combatting Trafficking in Human Beings
