The Council of Europe launched a new cooperation project in Moscow last week under the umbrella of its Pan-European HELP Programme (Human Rights Education for Legal Professionals). The event was opened by the Council of Europe’s Director General of Human Rights and Rule of Law Christos Giakoumopoulos and Rector of the Russian State University of Justice under the Supreme Court of the Russian Federation Valentin Ershov.

The launching conference emphasised the need for novel effective ways of legal training on the Council of Europe’s conventions which constitute a common legal space on the European continent. The achievements and the potential of the Council of Europe Pan-European HELP Programme in the Russian Federation were also highlighted.

The Conference gathered some 200 participants representing, inter alia, the leadership of the Russian judiciary, General Prosecutor’s Office, Ministry of Justice, advocacy, academia and civil society. Representatives of the European Union and of the Council of Europe Member States including Finland, Sweden, Switzerland and the United Kingdom also attended the event.

On the previous day Director General Giakoumopoulos held bilateral meetings with the President of the Supreme Court Vyacheslav Lebedev and Prosecutor General Yury Chayka. Both meetings highlighted a common willingness for continuous cooperation between the Russian Federation and the Council of Europe in the legal field.
