Back Montenegro launch of the HELP course Combating trafficking in human beings

More than 50 legal professionals participated in the HELP online course on Combating trafficking in human beings (and protecting its victims) launched in cooperation with the Centre for Training in Judiciary and State Prosecution.

During the launching event, participants were introduced to the Council of Europe Programme for Human Rights Education for Legal Professionals (HELP) and the catalogue of online course on human rights issues. The HELP online course on Combating trafficking in human beings (and protecting its victims) was presented along with the relevant case law deriving from the European Court of Human Rights.

Following the launching event, Montenegrin judges, prosecutors and lawyers will attend the online course over a two-month period. The HELP course will be tutored by Milenka Žižić, Appellate Court Judge, and Sanja Jovićević, Special Prosecutor at Special Prosecutor's Office.

Overall, six HELP online course have already been implemented for Montenegrin judges and prosecutors and are now available to any user:

The launching event was organised in the framework of the “HELP in the Western Balkans” project, funded by the Human Rights Trust Fund, in cooperation with the Division of the Council of Europe Convention on Action against Trafficking in Human Beings.

The HELP online course on Combating trafficking in human beings (and protecting its victims) was developed to equip practitioners to effectively apply the standards developed under the Council of Europe Convention on Action against Trafficking in Human Beings in their daily work. The course is primarily addressed to legal professionals (criminal judges, prosecutors, lawyers or senior court staff) and law enforcement and other state authorities as well as NGOs dealing with individuals affected by trafficking in human beings.

The course is composed of 9 modules:

  1. Introduction and legal framework
  2. Definitions and legal concepts
  3. Identification of victims of human trafficking
  4. Assistance for victims of human trafficking
  5. The non-punishment principle
  6. Investigation, prosecution and victims’ rights
  7. Sentencing
  8. Compensation for victims of human trafficking
  9. Return and repatriation
