A workshop on the Council of Europe HELP course on Key human rights principles in Biomedicine was organised jointly by the Council of Europe Bioethics Unit and the Council of Europe HELP Unit. The workshop was held within the framework of the 7th European Conference of Health Law organised by the Paul Sabatier University, in close cooperation with the European Association of Health Law and with support of many partners across Europe.
The Conference was titled: Innovation & Healthcare: New Challenges for Europe. A wide selection of speakers and workshops tackled issues such as healthcare innovations and patients’ rights genetics, use of digital health information, and personal data, E-Health and Information and Communication Technologies – ICTs applications. Ethical, legal and regulatory issues in innovative medicine and research have been addressed within the special edition of the Gianni BENZI Foundation Foresight Training Course with the participation of representatives of the Council of Europe Committee on Bioethics (DH-BIO).
The Council of Europe HELP and Bioethics Workshop was opened by Annagrazia Altavilla, France Representative in the European Association of Health Law Board of Directors and responsible of international relations of the Espace de Réflexion Ethique PACA-Corse. Ana Medarska-Lazova, HELP Secretariat, Council of Europe, presented the basics of the Council of Europe HELP Programme and the general structure of the HELP course on Key human rights principles in Biomedicine.
The next presentations, delivered by representatives of the Council of Europe Bioethics Unit and by some of the authors of the HELP course in question, covered in more details the topics analysed in the course. Ivana Roagna, attorney and human rights trainer provided an overview of the Introductory module and some of the key principles covered in it. This was followed by a presentation of the transversal principles of free and informed consent, medical confidentiality and protection of health-related data analysed in the course, by Katrin Uerpmann, Bioethics Unit, Council of Europe.
Fabio Macioce, Professor of Legal Theory and Bioethics, Lumsa University, Rome, elaborated on the application of key human rights principles in Biomedicine in specific contexts - biomedical research and genetic tests. Finally, a presentation on protection of health-related data and privacy rights prepared by Raluca Bercea, Associate Professor at the Faculty of Law, Timisoara University, and a HELP certified tutor, was presented to the participants.
The HELP course on Key human rights principles in Biomedicine was published on the Council of Europe HELP e-learning platform in September 2018. It consists of eight modules:
