Back HELP course on ECHR embedded in Spanish Judiciary School

The launch of the HELP course on Introduction to the European Convention on Human Rights and the European Court of Human Rights on 11 May 2018 was hosted by the Spanish Judiciary School in the context of the collaboration of this institution with the Council of Europe’s HELP Programme.

The course, in its 2nd Spanish edition, was launched for an audience made up of judges (two thirds) and lawyers selected by the Spanish Bar General Council. The course – though not funded under it – will reinforce the EU-funded project “HELP in the EU”, which effectively started in 2018 and under which cross-border events will be organised in the coming months, including in the Spanish Judiciary School.

The course aims at training both judges and lawyers in the content and use of the European Convention of Human Rights not only by the European Court, but by every legal professional in Europe. It is composed of modules which cover, on the one hand, the model course developed by the HELP Programme and, on the other, the adaptation of the course to the Spanish national legal order.

Apart from the presentation of the Human Rights Education for Legal Professionals Programme (HELP) of the Council of Europe, the joint session included an intervention of Alejandro Saiz Arnaiz.  The speaker is a former “ad hoc” judge at the European Court of Human Rights and he is, nowadays, member of the Executive Board of the Fundamental Rights Agency (FRA) at the European Unión. Mr Saiz spoke about the difficulties of legal professionals in managing properly the information generated by the different organs in charge of the protection of Human Rights in Europe.

The course will be moderated online for about 3 months by HELP trainer and Judiciary School professor, Rafael Bustos, who introduced participants to the Spanish adaptation of the course. Once completed, the course new materials will be added to the Spanish version publicly available in the HELP platform.
