Trafficking in human beings is a serious form of crime and a violation of human rights. It involves the recruitment, transportation, transfer, harbouring or receipt of persons with the aim of subjecting them to a form of exploitation and by using illicit means such as the abuse of vulnerability, the use of force, of fraud, or of threat. This crime, transnational or not, affects all countries whether they are countries of origin, transit, or destination.

In order to fight effectively against trafficking in human beings, it is essential to build the capacities of the various stakeholders on existing national and international standards. In this respect, the Council of Europe Programme on Human Rights Education for Legal Professionals (HELP), which is available now to beneficiaries in South Mediterranean countries, is important because it is a free online capacity-building platform. In this framework, the process of contextualisation of HELP courses in Tunisia and Morocco started and their national courses on Fight against Trafficking in Human beings were finalised by a group of national tutors and launched on 13 and 14 February, 2020 in Tunis, Municipality of Kasbah.

This cross-border launch was organized by the Council of Europe (HELP Programme), the Tunisian Ministry of Justice, and the Tunisian National Authority on Action against trafficking in persons. It brought together judges, prosecutors, lawyers, judiciary police and legal professionals’ training institutions from Tunisia, Morocco and Lebanon. The event was also an opportunity to present the Council of Europe HELP e-learning platform, the national and international standards on action against trafficking in human beings, and the Tunisian and Moroccan HELP courses.

The President of the Tunisian National Authority on Action against Trafficking in Persons, Ms Raoudha Laabidi, declared in her opening speech that this cross-border launch, bringing together South Mediterranean countries around the theme of legal professionals’ capacity building, marks the beginning of a regional dimension of training and networking.

This initiative is supported by the joint programmes of the Council of Europe and the European Union “PAII-T” and “South Programme III”.
