Serbia: a Peer-to-Peer Workshop to share lessons learned among local governments

A Peer to Peer Workshop on sharing knowledge, best practices and challenges was organised from 1 to 3 June 2022 in Aranđelovac, in the framework of the Joint European Union – Council of Europe Programme “Human Resources Management in Local Self-Government – phase 2” implemented by the Centre of Expertise for Good Governance.

The workshop was attended by representatives of the Ministry of Public Administration and Local Self – Government (MPALSG), National Academy for Public Administration (NAPA), Standing Conference of Towns and Municipalities (SCTM) and 36 local self-governments.

Participants shared best practice examples, lessons learned, and challenges they faced while strengthening the human resources management function through the Municipal Support Package (MSP) tool of the Programme. MSP was implemented in 50 local self-governments all over Serbia, with the aim of improving human resources management and supporting the establishment of a modern public servant system based on the competences, knowledge and skills of employees.

The local self-government’s working groups which directly participated in MSP implementation were awarded with certificates, as a recognition of their commitment and effort in making a significant progress in human resources management.

Participants also discussed the next steps, opportunities and challenges in introducing a system of competences at the local level: the overall agreement was that raising awareness about human resources management importance, based on the competences of employees at the local level, should be one of the most significant priorities in the forthcoming period.


The Programme “Human Resource Management in Local Self-Government – Phase 2” is jointly funded by the European Union and the Council of Europe and implemented by the Centre of Expertise for Good Governance in cooperation with the Ministry of Public Administration and Local Self-Government and the Standing Conference of Towns and Municipalities.
