For the past 10 years in Albania a Council of Europe / Swiss Development Cooperation-funded project has sought to support the public administration reform process and help in the transition towards a more efficient and accountable public administration. Council of Europe assistance has helped shape the legal framework for local self-government, establish the basis for inter-municipal cooperation, and contribute to the policy debate on territorial and public administration reform.

The project has also helped develop tools, standards and indicators on modern human resources practices, strengthened the role of the Albanian School of Public Administration (ASPA) in training civil servants, built leadership capacities at local and central government level, and contributed to the establishment of the Consultative Council as a platform for exchange and dialogue between central and local authorities.

Today (26 April 2019) in Tirana sees the launch of a standardised, interoperable online Public Administration Portal. Using technology to connect public institutions and simplify HRM processes, the Portal contributes to Public Administration Reform Strategic objectives, and is in line with the government’s “Administration we want” programme. It will also serve to anchor progress made and consolidate project achievements across the full 10-year project life-cycle.

Today’s Conference includes interventions by senior officials at central and local level including the Commissioner for the Oversight of the Civil Service, Ms Pranvera Strakosha, the Director of the Albanian School of Public Administration, Ms Kleopatra Maliqi, and the Director of the Department of Public Administration, Ms Albana Kociu, in addition to representatives from local and regional authorities.
