The Creative Governance project funded by the EEA Norway grants continued, and was extended until October 2016. In 2015, the main activities included 2 stages of the LAP for the mayors and executive secretaries, on the development of performance management indicators and on the preparation of the PMP manual, which was presented to all stakeholders at the end of the year. In May, a study visit to Norway was organised in co-operation with the Norwegian Association of local and regional authorities (KS). The Maltese mayors learnt about the Norwegian experience in performance management and the implementation of the ELoGE.

In 2016, the third stage of LAP, and the final project component of ELoGE were implemented.

Back Final stage of the Leadership Academy

Final stage of the Leadership Academy

Within the Creative Governance project, funded by the EEA Norway Grants, the Centre of Expertise, in cooperation with the Maltese authorities, will run the third final stage of the Leadership Academy (LAP). During this interactive 3-day training, the twenty participating mayors and executive secretaries will learn the leadership skills necessary to strengthen staff performance and to develop inter-municipal projects.

The programme also includes sessions:

  • on how good leadership can strengthen local accountability;
  • on different approaches to resolving conflicts;
  • on the role of a municipality in strengthening social capital;
  • on how innovation can drive change,
  • and how to better engage local people and organisations.

At the end of the training, a special ceremony to award the LAP certificates will be held, with participation of the Parliamentary Secretary, association of local authorities, and government officials.

On 24 June, a workshop on Good Governance will be organised: the Maltese municipalities will start assessing themselves against the 12 principles of Good Governance in order to apply for the ELoGE – European Label of Governance’ Excellence.

The Maltese authorities received the ELoGE accreditation from the European Stakeholders’ Platform in May 2016.
